When it comes to the research of active biological agents, or species, the careful planning of how to protect the researchers, and those who are in the surrounding community must be very carefully planned out. Thought must be given to how to handle unusual events as well, such as storms, floods and earthquakes. While it is obvious that we need to do this type of work, it is not obvious how we will safeguard those to are at risk, but have no voice in how they are protected.
